It identifies the person who can unblock (if known), sends them a Slack message with context, and asks for ETA. If no response within 4 hours, Nora escalates to the tech lead or project manager. Every morning, a "blockers" report is emailed to leadership showing all currently blocked tasks, who's waiting on whom, and how long each has been blocked.
